HEALTH ACTUARY

ACTUARIAL DIVISION – JOURNEY LEVEL - SALARY: $91,500 OR UP DEPENDING ON EXPERIENCE 
Responsibilities 
The Health Actuary will be in charge of all matters relating to recent federal healthcare reform that require state level intervention or implementation. The primary responsibility will be in making sure minimum health loss ratios as determined by statute and NAIC rules are being properly achieved in rate filing projections and in actual fact, after implementation of rates. This actuary will assist the department in technical matters relating to the drafting of laws and regulations that will become necessary because of the recent Health Care Reform legislation. Assist other divisions with matters, such as technical aspects of consumer complaints, pertaining to Health Care Reform. Perform all necessary actuarial analysis to ensure that insurance entities are in compliance with new health insurance laws. Candidate will be responsible for helping division monitor the solvency of health insurers.

Requirements 
COMPETENCIES/SKILLS/ABILITIES REQUIRED: Conducts analyses and prepares professional recommendations that show an excellent grasp of actuarial, business, and governmental requirements. The candidate will need to be able to make recommendations that rarely require supervisory changes. The applicant should possess strong technical competencies in database and spreadsheet management in a Windows environment. The candidate should possess and demonstrate strong written and verbal communication skills, and can prepare reports with minimal supervision. Thorough familiarity with annual statement reporting is required. Four-year degree in mathematics, business, or closely related field and completion of one of the professional actuary exams; or an equivalent combination of education and experience. Fellowship in the Society of Actuaries is strongly preferred, but Associates in the SOA will be considered. At least 10 years of related experience in health actuarial work is required. Emphasis in ratemaking and regulatory matters is desired.

FINANCIAL EVALUATION – EXAMINATIONS SECTION – CONTRIBUTING (SALARY GRADE EQUIVALENT 78) – SALARY: UP TO $51,443 DEPENDING ON COMPETENCIES/KNOWLEDGE, SKILLS, AND ABILITIES – (BEACON #65004532) 
Responsibilities 
This is a key position working in the Financial Examinations Section of the Financial Evaluation Division. This employee will participate in examinations of insurance companies that are domiciled in NC utilizing the latest automated systems to document risk assessments, execute assigned procedures related to an overall examination approach and evaluation/testing of internal control and substantive testing procedures. Work involves the examination of statutory financial statements for the purpose of assessing the financial condition, legality and propriety of operations. The work is guided by State laws and regulations, departmental policies and procedures, the NAIC, and the AICPA as prescribed by Statements on Auditing Standards.

Competencies/ Knowledge, Skills and Abilities Required:
■ General knowledge of financial statements and the ability to apply knowledge effectively, including the ability to research, understand and apply technical information;
■ General knowledge of generally accepted accounting principles, financial analysis procedures, and generally accepted auditing standards, as well as the ability to develop an understanding of statutory accounting, and developments related to those standards;
■ Thorough knowledge and ability to use information technology software,
■ Ability to apply knowledge independently;
■ Ability to manage time effectively to ensure that projects are completed in a timely manner;
■ Ability to apply knowledge toward developing recommendations and conclusions;
■ Ability to document facts, findings, conclusions, and recommendations; and
■ Ability to communicate effectively both verbally and in writing with the general public, Department management, and management of the regulated entities through written and verbal means.

Requirements 
Bachelor’s Degree from an accredited college or university, with appropriate courses in accounting as defined in 21 NCAC 8A.0309 and other courses required to qualify as a candidate for the Uniform Certified Public Accountant Examination, based on examination requirements in effect at the time of graduation and two years experience in auditing insurance company operations or closely related accounting or auditing work, or an equivalent combination of education and experience. SOME IN-STATE AND OUT-OF-STATE TRAVEL REQUIRED. CPA and/or certification as a Certified Financial Examiner by the Society of Financial Examiners preferred. If no candidates are found at the contributing competency level, candidates at the journey level will be considered. COLLEGE TRANSCRIPT MUST BE ATTACHED TO APPLICATION.
