The NC Code Officials Qualification Board has the primary duty of certifying Code Enforcement Officials in North Carolina. No city, county, or state agency inspector may enforce the State Building Code without being certified by the Qualification Board. The statutes establishing the Qualification Board and its responsibilities are GS 143-151.8 through GS 143-151.21.

Among the Board's duties are establishing minimum standards for certification as a Code Enforcement Official, establishing minimum standards for instructors, developing training courses for inspectors and instructors, and encouraging research into the improvement of the training and education of inspectors. The Board also has the responsibility of holding disciplinary hearings to determine whether a certificate should be denied, suspended, or revoked.

The 20 member Board is composed of engineers, contractors, inspectors, architects, educators, and city, county, and state officials.
