Effective January 1, 2008, Prometric will be handling continuing education services for North Carolina including provider approval, course approval, course roster processing and compliance calculation for licensees. Licensees will be able to search for courses and view their continuing education records through Prometric's website.       Prometric is the CE Administrator for the NC Department of Insurance and they started work on transitioning the CE program for 2008 in late 2007. The Agent Services Division is closing out 2007 CE for compliance period ending December 31, 2007. It is our expectation that we will closeout 2007 CE by cancelling licenses effective April 1, 2008 for agents and adjusters who did not meet CE in 2007. Our target date to run the final cancellation is April 4, 2008 for an effective date of cancellation of April 1, 2008.

      After we are able to run the cancellation, the data file (licensee records, past CE transcript history, carryover hours, etc) will be transferred to Prometric. Please bear with us as we make this transition.

      2008 CE compliance period:
      The Department will delay cancelling any licenses who must comply with 2008 CE on a prorated biennial period until such time all data has been transferred and Prometric has finalized the implementation. For information on the new biennial compliance CE period, please check the website at www.ncdoi.com/asd/asd_LegislativeChanges.asp.

    • Non Resident Adjuster CE Cancellation Letters
      If you are a non-resident adjuster and you received the CE cancellation letter from NC, please accept our apologies. Unfortunately these notices were generated from our old database which did not reflect the changes for non-resident adjusters effective January 1, 2008. We will automatically back out the non-resident adjusters who received the cancellation notice from this data file and your license will not cancel.

      NC will confirm that you are still active in your home state (if licensed adjuster in home state) or in the domiciled or qualified state through an automated PDB process in May or June 2008. When we complete the PDB validation process, you will receive a cancellation notice if you are not licensed in your home state or in your qualified/domiciled state. If your PDB record shows that you are still in good standing, your license will continue and your expiration date will be updated on the Department's website.

     
  • Continuing Education Requirements

    • Each person holding a life, accident and health or sickness, property. casualty, personal lines, or adjuster license shall obtain 24 ICECS during each biennial compliance period.

    • Each person holding one or more life, accident and health or sickness, property, casualty, personal lines, variable life and variable annuity products or adjuster license shall complete an ethics course or courses within 2 years after January 1, 2008 and every compliance period thereafter. The course or courses shall comprise 3 ICECS.

    • Each person holding one or more property, personal lines, or adjuster license, shall complete a continuing education course or courses on flood insurance and the National Flood Insurance Program, or any successor programs, within the first biennial compliance period after January 1, 2008, and every other biennial compliance period thereafter. The course or courses shall comprise three ICECs.

    • Non-compliance Information for Resident Agents and Adjusters with a 2008 CE Requirement

      Agents with an even year birth date who were required to meet continuing education hours in 2008 and failed to do so by December 31, 2008 will have their license expire. Licensees have 120 days from December 31, 2008 to meet the required hours to have the license reinstated.

      If the required continuing education hours are not met by the end of the 120-day period or April 30, 2009, the license will become inactive. Agents must complete pre-licensing and pass the state exam for each line of authority to be issued a new license. Adjusters must pass the adjuster state exam to be issued a new license.

    • Non-compliance Information for Resident Agents and Adjusters with a 2009 CE Requirement

      Agents with an odd year birth date who are required to meet continuing education hours in 2009 and failed to do so by the last day of their month of birth (end of their compliance period) will have their license expire. Licensees have 120 days from the end of their compliance period to meet the required hours to have the license reinstated.

      If the required continuing education hours are not met by the end of the 120-day period, the license will become inactive. Agents must complete pre-licensing and pass the state exam for each line of authority to be issued a new license. Adjusters must pass the adjuster state exam to be issued a new license.

  • Exemptions to Continuing Education Requirements

    • A licensee must be at least 65 years old and continuously licensed in the line of insurance for at least 25 years. In addition, the licensee must either hold a nationally recognized professional designation for the line of insurance or annually certify to the Department of Insurance that he/she is an inactive agent who neither solicits applications for insurance nor takes part in the day to day operation of the agency.
