| HIPAA Transaction & Code Sets Information for Covered Entities |

| The North Carolina Department of Insurance strongly encourages health plans, providers, and other HIPAA covered entities involved in claims processing to diligently prepare and test for compliance with the HIPAA Transactions and Code Sets regulations that will take effect October 16, 2003. Inadequate preparation could cause significant business disruption for all parties involved. |

| A wide range of HIPAA resources is available to assist covered entities with their readiness efforts. The Centers for Medicare and Medicaid Services ("CMS") website, at http://cms.hhs.gov/hipaa/, contains a wealth of HIPAA-related material. In addition, the North Carolina Healthcare Information and Communications Alliance ("NCHICA"), a non-profit organization based in Research Triangle Park, is a local and national leader in HIPAA education and training. NCHICA hosts a number of HIPAA-related work groups and task forces, and welcomes the participation of additional payers, providers, and other healthcare entities.
