Robeson County Pair Accused of Insurance Fraud
RALEIGH -- Insurance Commissioner Wayne Goodwin today announced the arrests of Heather Lynn Locklear, 34, of 5204 N. Fayetteville Road, Lumberton; and Demetrus Locklear, 34, of 45B Huron Drive, Pembroke.
Both were charged with one count each of willfully failing to pay group health insurance premiums and willfully failing to notify persons covered by the group policy of their intentions to stop paying premiums.
Department of Insurance criminal investigators accuse Heather Locklear and Demetrus Locklear, former owners and managers of Southeastern United Care LLC of Lumberton, of canceling the company's group health insurance plan on Jan. 21, 2010, without giving its employees at least 45 days written notice, as is required by law. As a result, employees accumulated over $8,000 in unpaid medical bills.
Heather Locklear was arrested on Nov. 4. Demetrus Locklear was arrested on Nov. 17. Each was placed under a $5,000 unsecured bond and scheduled to appear in Robeson County District Court.
The Department of Insurance employs 20 sworn law enforcement officers dedicated to investigating claims of insurance fraud. So far in 2010, these criminal investigators have seen more than 268 cases successfully closed with more than $18.5 million in restitution and recoveries, 54 criminal convictions and 89 arrests.
