Halifax County Insurance Agent Accused of Embezzlement
RALEIGH -- Insurance Commissioner Wayne Goodwin today announced the arrest of Billie Joy Duncan, 30, of 307A Whitfield St., Enfield; she is charged with one count of embezzlement by an insurance agent.
Department of Insurance criminal investigators allege that between October 2009 and July 2010, Duncan, while employed as an insurance agent at Locke Insurance Agency in Enfield, pocketed money to which she was not entitled in the amount of $13,169.79.
Duncan was arrested on May 20 as a result of a joint investigation by the North Carolina Department of Insurance and the Halifax County Sheriff's Office. She was placed under a $10,000 unsecured bond and scheduled to appear in Halifax County court on June 29.
The Department of Insurance employs 20 sworn law enforcement officers dedicated to investigating claims of insurance fraud. In 2010, these criminal investigators saw more than 402 cases successfully closed with more than $21.1 million in restitution and recoveries, 88 criminal convictions and 126 arrests.
