RALEIGH -- — Insurance Commissioner Wayne Goodwin today announced the arrest of Scottie Lee Barnes, 39, of 13693 Garland Highway, Garland; he was charged with one count each of insurance fraud, obtaining property by false pretense and conspiracy to obtain property by false pretense.

Barnes was arrested on Jan. 5 by the Sampson County Sheriff's Office and placed under a $10,000 bond.
