Davidson County Woman Accused of Causing Termination of Employees' Health Insurance
RALEIGH -- Insurance Commissioner Wayne Goodwin today announced the arrest of Sheila Lynn Warner, 56, of 804 Valley Rd, Thomasville; she is charged with two counts of obtaining property by false pretense, three counts of failing to pay premiums and two counts of failing to give notice of intentions to terminate insurance.
Department of Insurance criminal investigators accuse Warner of failing to pay group health insurance premiums to Blue Cross and Blue Shield of North Carolina, allegedly causing employees' coverage to be terminated in April 2013, March 2014 and August 2014. Warner is charged with failing to give employees notice of her intent to stop paying premiums at least 45 days before the termination of coverage as is required by state law.
Warner is also accused of fraudulently deducting more than $3,000 from two employees' paychecks from Sept. 1 through Dec. 3, 2014. The employees believed the money was being applied to their health insurance premiums, but investigators allege Warner did not remit the funds to the insurance company and the employees did not have health insurance coverage.
Warner was arrested on March 27 in Davidson County and placed under a $200,000 bond.
The Department of Insurance employs 20 sworn state law enforcement officers dedicated to investigating and prosecuting claims of insurance and bail bonding fraud. Since Insurance Commissioner Wayne Goodwin took office in 2009, criminal investigators have made more than 1,000 arrests, resulting in more than 500 criminal convictions with more than 200 cases currently pending court. These efforts have delivered more than $61 million in restitution and recoveries for victims.
