Harnett County Pair Accused of Conspiracy and Fraud
RALEIGH -- Insurance Commissioner Wayne Goodwin today announced the arrests Montrey Devon Bivins, 23, of 3531 9th Infantry St., Fort Bragg, and Jaquana Hick, 21, of 646 Nutgrass Road, Bunnlevel; both were charged with one count each of felony conspiracy, attempting to obtain property by false pretense and insurance fraud.
Department of Insurance criminal investigators accuse Bivins and Hicks of filing fraudulent claims with GEICO Indemnity Company on Jan. 23, 2016, for vehicle damage and bodily harm. Investigators allege the damages were previously claimed with AAA Insurance Company on Dec. 28, 2015.
Bivins and Hicks were arrested on March 30 in Harnett County, and each was placed under a $1,000 bond.
The Department of Insurance employs 20 sworn state law enforcement officers dedicated to investigating and prosecuting claims of insurance and bail bonding fraud. Since Insurance Commissioner Wayne Goodwin took office in 2009, criminal investigators have made more than 1,500 arrests, resulting in more than 750 criminal convictions with more than 250 cases currently pending court. These efforts have delivered more than $72.1 million in restitution and recoveries for victims.
