2-day On-Campus Program at the National Fire Academy (State Weekend)

November 22 - 24, 2013

The 2-Day on-Campus Program (formerly State Weekend Program) is targeted for fire service personnel with a minimum of 3 year’s experience. Most 2-day courses are designed for mid-level officers rather than chief officers or firefighters.

Students: Read and following instructions prior to registering.

To apply for a course you need a FEMA Student Identification Number (SID). This number will be used in place of a Social Security Number on General Admissions Application forms. This includes applications for the 2-day on-campus program (formerly the State Weekend Program). Applications received with a Social Security Number instead of the required Student Identification Number will be returned to the applicant. Please click on the link below to obtain your SID. The process takes about 10 minutes.

Eligibility to receive a certificate of completion requires class attendance both Saturday and Sunday. Failure to do so,will result in your entire department being banned from State Weekend programs for a period of 3 years. If you have an emergency, and must leave the campus, please contact Student Services in Building “C” and ask them to inform Wayne Bailey or Mike Edwards.

Registration: $80.00 -- covers meals in the Campus Cafeteria - Friday dinner through Sunday lunch (at the campus cafeteria), a recreation pass, socials and favors. Lodging and course costs are absorbed by the Academy. Transportation expenses and meals en route and return are the responsibility of the student.

Application Deadline: Online Registration is available. However, a hard copy of Form 119-25-2 and payment, (check or money order) must be mailed to the address below, postmarked no later than August 31st, 2013.

Each application will be reviewed to determine participation eligibility. Applications received by our office, without a Student Identification Number (SID), and payment, as indicated above, will not be processed. We cannot accept credit or debit cards. Please make your check/money order payable to NFA Weekend, and mail to the address listed below. Do not send your application directly to the National Fire Academy.

Individual applicants will be notified, by email, of acceptance or denial on or before October 1st. Please provide a valid email address. If you haven’t received email correspondence regarding acceptance/denial by 5:00 PM, October 1st, please contact Kim Williams at or 1-800-634-7854 ext. 321

You will be asked for 1st, 2nd and 3rd class choices as it is not always possible to assign everyone to their 1st class choice.

  • Introduction to Wildland and Wildland/Urban Interface Firefighting for the Structured Company Officer (WO610) -- This 2-day course identifies operational activities and safety concerns for structural company officers assigned to a Wildland/Wildland Urban Interface incident. Topics covered include Introduction to Wildland/Wildland Urban Interface firefighting, interface environment, wildland fire behavior, command and control issues of wildland/urban interface firefighting, and tactics. Selection Criteria: Company officers or chief officers who may be in command of a single resource or Strike Team at the scene of a Wildland/Wildland Urban Interface incident.
  • Leadership II: Strategies for Personal Success (WO804) -- This 2-day course provides the company officer with the basic leadership skills and tools needed to perform effectively in the fire service environment. The course addresses ethics, use and abuse of power at the company officer level, creativity in the fire service environment, and management of the multiple roles of the company officer. Selection Criteria: Line fire officers, unit commanders, or program supervisors. Fire or rescue personnel due for promotion/appointment to officer rank or supervisory position within 6 months. Training officers, staff, or administrative officers of fire and rescue organizations.
  • Leadership III: Strategies for Supervisory Success (W805) -- This 2-day course provides the company officer with the basic leadership skills and tools to perform effectively in the fire service environment. The course covers when and how to delegate to subordinates, assess personal leadership styles through situational leadership, discipline subordinates, and apply coaching/ motivating techniques. Selection Criteria: Line fire officers, unit commanders, or program supervisors. Fire or rescue personnel due for promotion/appointment to officer rank or supervisory position within 6 months. Training officers, staff, or administrative officers of fire and rescue organizations.
  • Politics and the White Helmet (WO121) -- This 2-day course is aimed at providing the chief officers in both fire service and EMS agencies with an overview of ways to succeed and work within the local, county and state level political system to achieve positive results for their department. It will give the officer an improved insight into better ways to relate and speak to citizens and others to gain support and understanding of their needs for bond issues, tax votes, and general elections. Participants learn about successful approaches appropriate for government employees and volunteers. The course identifies successful tools needed to address the challenges necessary to bring about change, and how a department's culture of power, influence, negotiation, and coalition building is important to success.

    Selection Criteria: Key fire service personnel in positions of leadership and company officers or other ranks above company officer and those who seek to learn of new approaches to better deal with their community's fire and EMS challenges including departmental l officers and leaders, operational and administrative, in the Nation's departments. The course is directed at persons who hold officer or leadership positions in both fire and EMS agencies.
  • Incident Safety Officer (W0729) (Revised) -- This 2-day course examines the Safety Officer's role at emergency responses. A specific focus on operations within an Incident Command System (ICS) as a Safety Officer is a main theme. Response to all-hazards types of situations will be emphasized.

    Selection Criteria: Individuals who have a Safety Officer responsibility at emergency operation situations. Persons attending this course should have a working knowledge of the ICS, as taught by NFA, building construction principles, hazardous materials management, applicable NFPA guidelines, and Federal regulations.
  • Fire Service Safety Culture: Who Protects Firefighters from Firefighters (W349) -- This is a 2-day course that will help fire service personnel identify their present fire service safety culture, explain how culture drives safety behavior, identify risk management strategies, and develop a fire service safety culture intervention plan to reduce injury and death to firefighters in their organization. The course content includes National Institute of Occupational Safety and Health (NIOSH) Fire Fighter Fatality Investigation and Prevention Program reports, organizational change and leadership models, and risk control systems. The learning methods include case studies, problem solving, and strategic and tactical planning that are used in individual, small group, and class activities. Based on the students’ research of their personal risk culture, students will develop a plan for implementing and sustaining change in safety culture. Students will take a short multiple-choice exam on key course concepts.

    Selection Criteria: Key fire service personnel in the position of leadership and the company officers who are the agents of change within all types and sizes of fire departments. Attendees should possess effective oral and written communication skills with some experience in public speaking.

  • Training Operations in Small Departments (WO290) -- This 2-day course is designed to provide students with some basic tools and skills to coordinate training in a small fire/EMS organization. A training function in a smaller department typically may include conducting training drills and coordinating training with a nearby larger city or State training function. Course content includes* Leadership issues in fire service training, such as why and how the local training officer must be a catalyst for change, and personal motivators within the department.* Identifying the legal issues affecting the training function, including an understanding of a standard of care, and the impact of OSHA and NFPA standards.* Safety considerations in training.* Marketing training internally.* Identifying ways to justify training needs.* Resolving training conflicts using appropriate conflict resolution techniques.* Selecting and evaluating training curriculum and materials from outside sources.* Effective delivery and evaluation of training.

    Selection Criteria: Fire and rescue personnel who coordinate training in small departments. Volunteer firefighters and officers who instruct in small fire and rescue departments. Fire personnel serving on training committees. Training officers in volunteer fire departments. NOTE: Students who have taken NFA's Challenges for Local Training Officers through the Volunteer Incentive Program are not encouraged to take NFA's Training Operations in Small Departments.
